One of the questions your Minnesota real estate appraiser, along with all of the other appraisers throughout the United States, has to answer is the percent of buildup located within the subject neighborhood. The uniform residential appraisal report, otherwise referred to as the URAR gives three simple checkboxes for the Minnesota appraisers to determine whether the land within the subjects market as defined by the appraiser, is either over 75% built up, 25% to 75% built up, or under 25% built up.

On the surface this seems a relatively simple and straightforward question for your local Minnesota appraiser. But like every question, especially ones that have to do with appraisals, it's not as straightforward as it appears. If your Minnesota real estate appraiser works in a rural area, and on his one-hour drive out to inspect the subject property, he sees nothing but cows and corn, he may be tempted to consider the land is being less than 25% built up. Most levelheaded people would tend to agree. However; the question needs to be asked, what else could you put there?

In the above example, the land may very well be 100% built up. If no vacant land is available for development, current zoning laws might restrict the density in that area, and no unutilized property may be present. Under this scenario, the land could be considered 100% built up, because it is being utilized at its maximum potential.
